5 requirements for Customs Duty exemption on Personal items and Commercial samples

In a statement, Umm Al-Qura, the official government newspaper, talked about some of the most important parts of the Unified Guide for Customs Procedures. This guide has the rules for when personal items and business samples are not required to pay customs duty.

- The new rules, which have been approved by the governor of the Zakat, Tax and Customs Authority (ZATCA), will start one month after the notice is published in the gazette.

- According to the rules, Expatriates who come to live in the Kingdom for the first time and Saudi citizens who are living abroad for at least six months will not have to pay customs duty on their personal goods and used household items.

These are the requirements:

1. Your personal items and household things must be limited and can only be used for personal purposes.

3. Foreigners must show proof that they are coming to the Kingdom of Saudi Arabia to live there for the first time.

4. Personal things and used household goods must get to the Kingdom within six months from the date of arrival of the person who is eligible for the exemption arriving.

5. A number of different types of transportation are not considered personal baggage.

The rules and conditions in the Unified Guide for Customs Procedures also say that parcels and personal postal supplies are not subject to these rules.

If you want to keep Commercial samples out of customs duty, you must follow these rules:

1. The business samples customs value cannot be more than 5,000 riyals, as stated in the rules for figuring out value in the executive regulations. Read : Neom in Saudi Arabia launches Norlana

2. A request for a commercial sample exemption must be made by the owner of the goods or someone allowed by him.

3. According to the rules set by the government, the number of samples should not be in commercial quantity.

4. The samples should not be meant to be sold.

5. The commercial sample of the same kind must not have been exempt from customs tax before, and it must be at least six months since the date of the request for exemption.

The new rules said that goods could be cleared after they finished their customs procedures, as long as they had the right paperwork. The following factors must be met in order for this service to be provided:

A. The person who owns the goods must register them with their business registration number.

B. He must live in Saudi Arabia and have been registered with the Zakat, Tax and Customs Authority for value-added tax (VAT) reasons for at least one year.

C. His promise to fill out decalaration forms and pay taxes, customs fees, and zakat.

D. There should not be any cases of tax fraud or smuggling that have been proven.

E. In line with the Bankruptcy Law, no liquidation processes have been started.

The official notice in the gazette lists all the necessary customs processes, which include keeping all documents electronically and archiving them.

- These papers must have proof that they are real copies of originals. There will be an exception, though, for papers that are shipped with personal items by express transport companies.

- Original papers must be kept by everyone involved in clearing goods for five years from the date the customs declaration was sent in.

- For sending in the customs statement, you had to include a detailed bill, which could be an original or an electronic copy.

- If an invoice for the imported goods cannot be shown, the authority can guess how much the goods are worth based on the law and its executive rules.

- The new rules allow the authority to send goods that come through land customs ports to other customs offices in the Kingdom if there is insufficient technical expertise at the port or if the goods need to be inspected at a different port. Like and Follow Saudi Expatriates on Facebook
