Saudi Council of Engineering arrests a Person and referred 30 cases to Public Prosecution


An engineering practitioner was arrested in Riyadh by the Saudi Council of Engineers (SEC) for engaging in engineering activity within the Kingdom without a valid professional certification and for fraudulently claiming a title that is legally provided to accredited professionals. It was discovered during an inspection tour of the Council's inspection and control teams in Riyadh that "the practitioner who violated the engineering profession was practicing engineering work in the Kingdom without obtaining professional accreditation, in addition to impersonating a title from the professional degrees granted to those who are professionally accredited, without obtaining it legally," according to Eng. Abdul Mohsen Al-Majnouni, Secretary-General of the Saudi Council of Engineers.

"The legal procedures were completed against him, and his statements and the statements of the legal representative of the engineering company that employed him were heard, in accordance with the Criminal Procedures System. The case was referred to the Public Prosecution according to jurisdiction for investigation and prosecution," the official person revealed.

The Saudi Council of Engineers Secretary General announced that "the offending practitioner was issued a legal ruling by the criminal court convicting him and the engineering company, sentencing the practitioner to 6 months in prison and a fine of 50,000 riyals.".

- The court ruling also announced "a fine of 100,000 riyals against the engineering company, for violating the provisions of Article 11 of the Engineering Professions Practice System, which is to employ an engineering practitioner without obtaining professional accreditation." "The Authority has, during the past few months, seized a number of companies and individuals violating the provisions of Article 11 of the Engineering Professions Practice System during its inspection tours of businesses and electronic monitoring," Eng. Al-Majnouni explained. He also mentioned that 30 cases had been referred to the Public Prosecution to further the regular procedures against them.

In addition, he mentioned 14 organizations which offer engineering consulting services, including design, supervision, and interior design, as well as contracting, decorating, and interior design firms. Engineering work performed without a license, engineering practitioners employed without professional accreditation, and advertising and publicity that would lead to the belief in the right to practice without a license are among the most prominent violations seized in these establishments.

He went on to say that "the Authority captured 8 expatriate individuals of different nationalities practicing the occupation, whose violations included providing data that did not match the reality or following irregular methods that lead to professional accreditation or a professional degree, engaging in engineering work without obtaining professional certification, and impersonating a professional degree title."

Under Royal Decree No. M/36 dated 4/19/1438 AH, the Secretary-General highlighted the importance of professional certification for engineers practicing in the Kingdom. He additionally highlighted the prohibition of using the titles of professional degrees, which are only granted to accredited individuals, in official publications and social media accounts, as well as other violations of this decree.
