Saudi Arabia to waive Export Custom fee and reduces Import Custom fee
ZATCA (Zakat, Tax and Customs Authority) in Saudi Arabia to waive all export customs fees. Using a new mechanism, the authority decreased import service fees to 0.15 percent of the value of the incoming products for customs declaration. The ZATCA Board of Directors set the Fee Rules for Customs Services and their conditions. The decision also charges 15 riyals for customs declaration processing on individuals for online retailer shipments under SR1,000.
ZATCA stated that exports with waived customs fees include customs declaration processing, lead seal, land port loading, X-ray inspection, customs data exchange, and sample analysis exchange at specialist laboratories.
ZATCA noted that import customs service fees previously included SR100 for each X-ray-inspected container, SR100 for “information exchange” services, and SR20 for customs declaration processing. The new cost will be 0.15 percent of the value of the arriving products, including insurance and delivery, with a maximum of SR 500, a minimum of SR15, and a specific cap of SR130 for customs-exempt shipments. ZATCA said the waiver of export customs service costs will encourage exporters, reduce financial pressures, especially for SMEs, and boost Saudi export efficiency and competitiveness.
The authority said that the new import service fee calculation mechanism wanted to cut import costs and improve importers' ability to pre-calculate and establish higher limits for customs service fees. The new decision additionally removes importer cost rises, integrates land, sea, and air port computation mechanisms, and supports trade facilitation. ZATCA further stated that the new procedures aim to deliver customs services in accordance with best practices, generating positive logistics ecosystem income and supporting its strategic goals. The new measures aim to boost importer and exporter confidence and transparency.
