Saudi Arabia approves new salary scale for Engineering jobs


According to the Ministry of Human Resources and Social Development in Saudi Arabia, the new salary scale for engineering jobs will make working as an engineer in the public sector more appealing and exciting. On Tuesday, the Council of Ministers agreed to a new compensation scale for engineering professions that will come into effect on December 31, 2024.

According to the Saudi Standard Classification of Occupations, engineers who work for government departments and agencies are the target of the new engineering salary scale.

This is relevant to those who are paid according to the general employee salary scale and have bachelor's degrees from Saudi Arabian engineering specialties or from recognized universities outside the Kingdom.

The new rule on engineering professions and salary scales featured a number of developmental factors for the engineering sector, such as the transition of engineers' career paths from the general employee salary scale to the professional path on the new scale.

According to the Engineering Professions Practice Law, the new scale's progression will follow the designated engineering professional categories, including engineer, associate engineer, professional engineer, and consulting engineer. Additionally, professional accreditation from the Saudi Council of Engineers and the Saudi Standard Classification of Occupations will be obtained. The new scale of salaries will help to improve the level of professional practice for engineers and create an appealing and engaging work environment for engineering competencies in the government sector.

The engineering jobs regulation, which was approved by the Council of Ministers, specified the engineering jobs salary scale in 4 engineering professional categories:

* Engineer

* Associate engineer

* Professional engineer and

* Consulting engineer.

3,000 riyals project management allowances for engineers per month:

The competent minister may provide a project management allowance of 3,000 riyals per month to persons covered by the regulations and assigned with managing engineering projects.

The regulation stated that this allowance cannot be used in conjunction with any other financial advantage for the same purpose and that no more than 30% of the entity's engineers can be awarded this allowance. The person covered by the regulation also receives an annual bonus in accordance with the compensation scale and the approved arrangement for civil service personnel. Read: Cold wave in Saudi Arabia

According to the authority, the person appointed to jobs covered by the regulation will receive the salary of the first grade of the first level of the category to which he is appointed. However, if he has achieved the grade required for the academic degree, he will be given an additional grade for each qualification in the job category in which he obtained it. 

For example, a person with a bachelor's and master's degree in engineering will be appointed to the third grade of the first level of the engineer category, and a person with a bachelor's, master's, and doctorate in engineering will be appointed to the second grade of the second level of the engineer category.

Employees hired for engineering posts that are subject to these laws are initially placed on probation for a year, according to the Ministry. The competent minister is required to decide to terminate his employment and repay the withheld retirement benefits if he fails to demonstrate competence during this time. Additionally, the allowances he got during probation will not be counted against him. As long as he meets the requirements for the unlisted position in accordance with the policies and procedures of the company, he will not be subject to a ban period during which he cannot apply for any position.

According to the Ministry, when a person is promoted to a higher-level position, they are paid the wage of the first-grade position at that level. In the event that his promoted salary is higher than this grade's salary, he will be given the higher salary. However, this only happens if the promoted person's salary increase is greater than the bonus amount for the level at which he was fixed before the promotion. According to the Ministry, individuals who are subject to the regulation can be assigned to supervise others. This can only happen if both the entity and the ministry agree on it. The assignment can last no more than three years, and it can be extended for additional periods of up to three years if needed.

The following conditions must be met before the assignment can be made: the prior assignment must have ended at least five years ago, and the duration of the assignment cannot exceed three years. Furthermore, if the work requires it, it is acceptable to end the assignment before its term is up.

The report highlighted that individuals holding engineering positions in government agencies are not necessarily required to obtain professional accreditation from the Saudi Council of Engineers. The report also stated that the Ministry has the authority to classify engineers according to its own judgment.
