New decisions for the Saudization of 269 professions in Private sector - MHRSD
The Ministry of Human Resources and Social Development in the Kingdom of Saudi Arabia has announced the issuance of a set of decisions to increase the percentages of Saudization in 269 professions across different sectors, in collaboration with multiple regulatory agencies, including the Ministry of Health, the Ministry of Commerce, and the Ministry of Municipalities and Housing. Some of the occupations that were decided for Saudization included engineering, accountancy, dentistry, and pharmacy. Both men and women in different parts of the Kingdom will soon have access to more exciting and fruitful employment options, thanks to these choices.
Community pharmacies and medical complexes will be required to increase the percentage of Saudiization in their operations to 35% as of July 23, 2025, while hospital pharmacies will be required to increase it to 65% and all other pharmacy operations to 55%. This decision will be implemented in partnership with the Ministry of Health. This ruling is applicable to businesses that have five or more employees working in pharmacies.
In addition, the localization rates for dental professions will be increased in two stages: the first stage will begin on July 23, 2025, and reach 45%, and the second phase will begin twelve months after the decision is made, reaching 55%. The decision on the dentistry professions applies to businesses with three or more employees in the field, and it also increases the minimum salary for the dental profession to 9,000 riyals, which is set under the localization rates.
Collaborating with the Ministry of Commerce, efforts have been made to raise the percentage of accounting professions that are localized. This will be done in five stages, with the first phase beginning on October 22, 2025, and affecting establishments with five or more accountants on staff at a rate of 40%, with the second phase reaching a rate of 70%. The decisions included increasing the percentage of localization of engineering technical professions to 30% of the total number of workers in these professions beginning from July 23, 2025, in collaboration with the Ministry of Municipalities and Housing. This ruling is binding for all for-profit businesses with five or more employees holding technical engineering or related positions.
