The first of three stages for the decision's implementation will start on April 22, 2026, and will be carried out by the Ministry of Human Resources and Social Development (MHRSD) in collaboration with the Ministry of Tourism. As part of its mission to increase the number of interesting and challenging jobs available for men and women in the Kingdom, the government has taken this step.
Hotel managers, operations managers, control managers, travel agency managers, planners and development managers, tourism development specialists, site guides, sales representatives, hotel specialists, purchasing agents, and receptionists are among the 41 leadership and specialized professions that will be included in the new Saudization drive.
Phase one of the Saudization decision's implementation will start on April 22, 2026; phase two on January 3, 2027; and phase three and final on January 2, 2028. All businesses in the private tourist industry will be subject to this ruling. Recommended video: Saudi Arabia offers incentives and tax exemptions to the international talent
The MHRSD has published a procedural guide on its website to educate businesses and employers about how to calculate Saudization and understand the consequences of violations. The guide provides details about the decision, including the localized professions, Saudization percentages, and related issues.
Particularly, this decision is an extension of MHRSD's ongoing initiatives to increase the Saudization percentage in professions. The move is in line with the goals of the labor market strategy, which aims to support national competencies and increase employment opportunities in different sectors.
