Saudi Arabia detains 19,328 violators of Residency, Labor and Border regulations
In the course of one week, 19,328 individuals who violated residency, labor, and border security regulations were detained by joint field campaigns, according to the Ministry of Interior in Saudi Arabia. The ministry clarified that the campaigns to monitor and arrest violators of residency, labor, and border security regulations, which were conducted in all regions of the kingdom from 17th April 2025 to 23rd April 2025, resulted in the following conclusions:
1. The total number of violators arrested in the joint security field campaigns in all regions of the Kingdom was 19,328. This figure includes 11,245 violators of the residency system, 4,297 violators of the border security system, and 3,786 violators of the labor system.
2. While attempting to cross the border into the kingdom, authorities detained a total of 1,360 individuals. Of these, 44% were Yemeni nationals, 54% were Ethiopian nationals, and 2% were of other nationalities. Additionally, authorities caught 79 individuals who attempted to cross the border outside the kingdom in an irregular manner.
3. Twenty-two individuals were captured for their involvement in the transportation, sheltering, and employment of individuals who violated residency, labor, and border security regulations, as well as for their efforts to cover up their activities. 4. The total number of expatriates who are presently subject to system implementation procedures is 31,964, which includes 29,555 men and 2,409 women.
5. A total of 23,419 violators were referred to their diplomatic missions to obtain travel documents, 3,864 violators were referred to conclude their travel reservations, and 12,866 violators were deported.
According to the Ministry of Interior, individuals who facilitate the entry of border security violators into the Kingdom, transport them within the Kingdom, provide them with shelter, or offer them any assistance or service in any capacity will be subject to penalties of up to 15 years in prison, a fine of as much as one million riyals, the seizure of their means of transportation and accommodation used for shelter, and public shaming.
The ministry clarified that this offense is considered a major crime that requires arrest and constitutes a breach of trust and honor. The authority encouraged individuals to report any violations by calling the numbers 911 in the regions of Makkah Al-Mukarramah, Riyadh, and the Eastern Province, and 999 and 996 in the remaining regions of the Kingdom.
